Business Travel musings from the Business Travel Show, 5-6 Feb ...

In recent years, the convergence between meetings and travel has been somewhat of a hot topic with reports that an increasing proportion of business travel buyers are now responsible for meetings spend and vice versa. On paper, it makes perfect sense. In reality, it?s not so clean cut. This blog looks at the myth. Check back for Part 2, when my colleague David Chapple will discuss the reality.

In my role as sales director for the Business Travel Show, I?ve seen firsthand that there is some crossover between the worlds of corporate travel and corporate meetings but on the whole they are very different. In fact, if this blog were a Venn diagram, that little area in between the two circles you?d be looking at would be very little indeed.

A quick look at their job titles reveal just how different corporate meetings and travel buyers are. In the meetings world, buyers are corporate, event and association planners, and professional conference organisers and agencies. In the travel world, buyers are corporate travel managers, travel procurement and category managers, TMCs and HBAs.

They also have very different responsibilities. When corporate meetings buyers book travel, it?s incentive and group travel. Their focus is often on planning amazing trips to amazing places for thousands of people.? When a business travel buyer or TMC books travel, it?s still for thousands of travellers, but these are business travellers flying between major cities and often travelling alone. And when it comes to supplier needs, the lack of crossover is apparent once more. Corporate meetings buyers want to talk to venues, cities, destinations and destination management companies. Corporate travel buyers want to speak to TMCs, airlines, hotels, ground transportation and travel technology software providers. This divergence between buyers in the two sectors also explains why there is often very little crossover between visitors and exhibitors at exhibitions and conferences and why, knowing what we now know about the two markets, Centaur decided to launch The Meetings Show UK next July. We already run the Business Travel Show each February, which focuses predominantly ? but not entirely exclusively ? on corporate travel (more to come on that in David?s blog). By organising separate shows for the two sectors our aim is to offer buyers and suppliers a more focused experience. Visiting and exhibiting at events are huge commitments in terms of time and resources and providing suppliers, knowledge streams and networking opportunities that are totally relevant means they can get more out of the shows and a much higher return on their investment

In Israel, Romney talks Iran, angers Palestinians

White House hopeful Mitt Romney Sunday held top-level talks in Israel over Iran's nuclear ambitions but quickly drew fire from the Palestinians for endorsing Jerusalem as the capital of the Jewish state.

"We must lead the effort to prevent Iran from building and possessing nuclear weapons capability," the Republican challenger said in a speech given on a rooftop overlooking Jerusalem's Old City in which he laid out key foreign policy issues facing Israel.

"We should employ any and all measures to dissuade the Iranian regime from its nuclear course," he said, expressing hope that diplomatic and economic measures would help achieve this aim, but adding that "in final analysis, of course, no option should be excluded."

"We recognise Israel's right to defend itself, and that it is right for America to stand with you," said Romney, the Republican challenger who will face off against President Barack Obama in November's US election.

Israel, which is widely believed to have the Middle East's only, albeit undeclared, nuclear arsenal, has warned that a military option cannot be ruled out to prevent Iran from developing atomic weapons capability. Tehran insists its nuclear programme is for peaceful purposes only.

According to Israeli public radio, Prime Minister Benjamin Netanyahu told Romney it was important to have "a strong and credible military threat" because sanctions and diplomacy "so far have not set back the Iranian programme by one iota."

The White House hopeful, who arrived in Israel from Britain late Saturday on a one-day visit, stepped into the quagmire of Middle Eastern politics when during his policy speech he hailed Jerusalem as Israel's capital.

"It is a deeply moving experience to be in Jerusalem, the capital of Israel," he said, in an apparent endorsement of a position held by the Jewish state but never accepted by the international community.

Netanyahu thanked him for his remarks, later telling him: "I want to thank you for those very strong words of support and friendship for Israel and for Jerusalem that we heard today."

But the Palestinians were infuriated, saying his remarks were "harmful to American interests in our region."

"They they harm peace, security and stability," Palestinian negotiator Saeb Erakat told AFP.

"Even if this statement is within the US election campaign, it is unacceptable and we completely reject it. The US election campaign should never be at the expense of the Palestinians," he said.

"Romney is rewarding occupation, settlement and extremism in the region with such declarations."

Israel, which occupied the largely Arab eastern sector during the 1967 Six-Day War and later annexed it, claims both halves of the city to be its "eternal and undivided capital."

But the Palestinians want the eastern sector as capital of their promised state and fiercely oppose any Israeli attempt to extend sovereignty there.

Most of the international community, including the United States, does not formally recognise Jerusalem as Israel's capital due to the ongoing conflict, insisting the issue can only be resolved through final status negotiations.

Romney has consistently attacked what he says is Obama's weak and misguided Middle East policy, saying in January that the president "threw Israel under the bus," by defining the 1967 borders as a starting point for Israeli-Palestinian negotiations.

On Egypt, Romney said he would work to ensure Cairo's new Islamist President Mohamed Morsi would protect the 1979 peace treaty with Israel.

"With the Islamist president elected in Egypt we hope to use the considerable weight of the world's influence to ensure a continued commitment to the agreements of peace... with Israel."

In a show of support for Israel ahead of Romney's tour, Obama on Friday signed a law reinforcing US security and military cooperation with Israel as representatives of the pro-Israel lobby AIPAC stood beside him in the Oval Office.

ECOmove pegs QBEAK EV for 2012 launch

We may be comfortable in our four-door electric hatchbacks and screaming fast no-emission roadsters, but Danish automotive outfit ECOmove has more conservative aspirations: the QBEAK. This dainty driver eschews standard vehicle design to create a compact, customizable package. "We have chosen to use alternative light weight materials, "explains ECOmove CEO Mogens Løkke. "The QBEAK is equipped with a range of sustainable, competitive features such as in-wheel motors, an unique chassis platform with room for a flexible battery modules and a communication system based on a smartphone." Details on smartphone compatibility, price and specific availability are still scarce, but the firm says we can expect to see the tiny EV puttering down the boulevard later this year. Can't wait? Head on past the break for a quirky preview video.

coarsen vantage: Home Computer Security ? Keeping Yourself Safe ...

Home
> Internet Software > Home Computer Security ? Keeping Yourself Safe On The Internet

Home computer security should be the number one priority for all computer users. It does not matter if you use the computer for casual web browsing or if you own an online business, security for your computer is vital. There are so many unseen threats on the internet, and we do not all have the specialised knowledge to understand exactly what is going on.

Take for example a fake web site. If you do not have the right computer protection program on your pc you are vulnerable to falling victim to this kind of scam. Good internet software will alert to these scam sites and warn you to keep away. If you use online banking, protection from this kind of threat is essential.

Do not open emails if you do not know who they are from. That is my advice. Many spam emails have plausible subject lines and are tempting to read, but they are best deleted. If you do open them, be careful about following links contained in the body of the message. They could be sending you anywhere. Using the best virus protection software will help keep you and your data safe online.

Always scan email attachments before opening them. Many internet service providers have anti-virus software available to use as part of their email service to you, so you can check the attachments first, before opening, just to be safe. The safest course of action is to delete attachments if you are not expecting them and do not know who they are from.
Those Regular Security Updates

Be sure to keep your computer operating system up to date. Many of these updates are to do with security, so it is best to regularly check for these updates, or set your system to update automatically, if you trust them. Personally, I like to see what the updates are about first before I agree to install them.

'; div.innerHTML = summary; } //]]> What Can Be Negotiated in a Home Loan Modification? What Can Be Negotiated in a Home Loan Modification?

It's no surprise that home loan payments have increased substantially over the years. Lenders have been modifying loans for years. We hear more about loan modification as a result of the financial crisis. Taking action immediately will help you avoid foreclosure and save your home.

Loan modification involves negotiating the loan with the lender in order to help make it more affordable for the homeowner. In order to qualify you must be going through a hardship. Additionally you must be able to prove that hardship.

Essentially a loan modification can lower and lock the interest rate to prevent increases. If you have an adjustable rate mortgage (ARM) you could have it changed to a fixed rate mortgage (FRM). You will ultimately be able to cut down you mortgage payments and save money.

The term of the loan could be extended allowing late fees to be re-applied into the mortgage.

This is a way for the lender to get you caught up on the loan. This is another way that you can save money on a mortgage.

The duration of the loan could be lengthened in order to allow for lower payments over an extended period of time. If you do qualify, you can save money and save your home as well.

Your mortgage can be modified to allow you to stay in your home. Lenders are dealing with enough foreclosures on the books. Its more advantageous for the lender to work out a loan with the homeowner. This way the lender gets their money back and you keep your home.

Has your mortgage terms changed and set you and your family up to the risk of foreclosure? It is possible to save yourself with a home loan modification? This involves negotiating the terms of your loan with your lender in order for you to be able to stay in your home.

Police: Colo. suspect rigged apt bombs 'to kill'

Firefighters and police gather after an explosion could be heard in front the apartment of shooting suspect James Holmes in Aurora, Colo., Saturday, July 21, 2012. This photo provided by the University of Colorado shows James Holmes. University spokeswoman Jacque Montgomery says 24-year-old Holmes, who police say is the suspect in a mass shooting at a Colorado movie theater, was studying neuroscience in a Ph.D. program at the University of Colorado-Denver graduate school. (AP) ? The Colorado shooting suspect planned the rampage that killed 12 midnight moviegoers with "calculation and deliberation," police said Saturday, receiving deliveries for months that authorities believe armed him for battle and were used to rig his apartment with dozens of bombs.

Authorities on Saturday were still working to clear dangerous explosive materials from inside James Holmes' suburban Denver apartment a day after police said he opened fire and set off gas canisters in a suburban theater minutes into the premiere of the Batman film "The Dark Knight Rises,"At least 70 people were wounded

His apartment was rigged with jars of liquids, explosives and chemicals that were booby trapped to kill "whoever entered it," Aurora Police Chief Dan Oates said, noting it would have likely been one of his officers.

"You think we're angry? We sure as hell are angry," Oates said.

Authorities wouldn't discuss a motive for one of the deadliest mass shootings in recent U.S. history, as makeshift memorials for the victims sprang up and relatives began to publicly mourn their loved ones.. Holmes had recently withdrawn from a competitive graduate program in neuroscience; neighbors and former classmates in California have said he was a smart loner who said little.

But he had apparently prepared the attack at the Aurora theater well in advance, receiving multiple deliveries by mail for four months and buying thousands rounds of ammunition on the Internet, Oates said.

"He had a high volume of deliveries to both his work and home address. We think this explains how he got his hands on the magazine, ammunition," he said, as well as the rigged explosives in his apartment.

"What we're seeing here is evidence of some calculation and deliberation," Oates added.

Federal authorities detonated one small explosive and disarmed others inside Holmes' apartment after sending in a robot to take down a trip wire, FBI Special agent James Yacone said. Bomb technicians then neutralized what he called a "hyperbolic mixture" and an improvised explosive device containing an unknown substance. There also were multiple containers of accelerants, he said.

"It was an extremely dangerous environment," Yacone said, saying anyone who walked in would have sustained "significant injuries" or been killed.

Holmes, 24, was in a county detention facility Saturday, held without bond on suspicion of multiple counts of first-degree murder. He was set for an initial hearing on Monday and had been appointed a public defender, authorities said.

Stories of the dead began to emerge, including including a 6-year-old girl and a man who died on his 27th birthday and a day before his anniversary. Families grieved and waited at hospitals, which reported at least seven wounded still in critical condition Saturday and others with injuries that were likely permanent.

Veronica Moser, 6, had gone to the movies with her mother, who was drifting in and out of consciousness in a hospital intensive care unit, bullets lodged in her throat and abdomen.

"Nobody can tell her about it," Annie Dalton said of her niece, Ashley Moser. "She is in critical condition, but all she's asking about is her daughter."

Veronica had just started swimming lessons on Tuesday, Dalton said.

"She was excited about life as she should be. She's a 6-year-old girl," her great aunt said.

Another victim, 27-year-old Matt McQuinn, was killed after diving in front of his girlfriend and her older brother to shield them from the gunfire, said his family's attorney, Rob Scott of Dayton, Ohio.

Alex Sullivan had planned a weekend of fun, to ring in his 27th birthday with friends at the special midnight showing of "The Dark Knight Rises" and then celebrate his first wedding anniversary on Sunday.

"He was a very, very good young man," said Sullivan's uncle, Joe Loewenguth. "He always had a smile, always made you laugh. He had a little bit of comic in him."

Oates said Holmes used a military-style semi-automatic rifle, a shotgun and a pistol to open fire on the unsuspecting theater-goers. He had bought the weapons at local gun stores within the last two months. He recently purchased 6,000 rounds of ammunition over the Internet, the chief said.

Holmes also bought an urban assault vest, two magazine holders and a knife for just over $300 on July 2 from an online supplier of tactical gear for police and military personnel, according to the company.

Chad Weinman, CEO of TacticalGear.com, said his company processes thousands of orders each day, and there was nothing unusual in the one that Holmes placed. While his company often receives orders from military units and law enforcement organizations, it is not out of the ordinary for individual police officers or soldiers to place orders, he said.

"Everything Mr. Holmes purchased on July 2 is commercially available," Weinman said, adding he was "appalled" that the material was sold to Holmes before the shooting.

It wasn't known why the suspect chose a movie theater to stage the assault, or whether he intended some twisted, symbolic link to the film's violent scenes.

The Batman movie, the last in the trilogy starring Christian Bale, opened worldwide Friday with midnight showings in the U.S. The plot has the villain Bane facing Bale's Caped Crusader with a nuclear weapon that could destroy all of fictional Gotham.

The Dark Knight Rises" earned $30.6 million in Friday morning midnight screenings, and, according to industry estimates, roughly $75-77 million on the day. That put it on track for a weekend total of around $165 million, which would be the second highest opening weekend ever, following "The Avengers."

Warner Bros. has announced it would forgo the usual revenue reports until Monday out of respect for the victims. Sony, Disney and Universal also said they would delay reporting box office receipts until Monday, a day later than the routine Sunday releases for Hollywood.

After buying a ticket to the movie, Holmes went into the theater and propped open an exit door several minutes into the film, a federal law enforcement official said. The suspect then returned in protective gear and with high-powered weapons and opened fire, shooting scores of people and picking off victims who tried to flee, officials said.

The shooting was the worst in the U.S. since the Nov. 5, 2009, attack at Fort Hood, Texas. An Army psychiatrist was charged with killing 13 soldiers and civilians and wounding more than two dozen others. It was the deadliest in Colorado since the 1999 attack at Columbine High School, where two students killed 12 classmates and a teacher and wounded 26 others before killing themselves.

After excelling at the University of California-Riverside, Holmes was in the process of withdrawing from a neuroscience Ph.D. program at the University of Colorado-Denver for unknown reasons.

First-year students must take a three-part exam at the end of the academic year to move on in the program, University spokeswoman Jacque Montgomery said Saturday. Montgomery did not know whether Holmes had taken the exam.

As part of the program, Holmes had been listed as making a presentation in May about Micro DNA Biomarkers in a class named "Biological Basis of Psychiatric and Neurological Disorders."

Mary Muscari, a criminology professor at Regis University in Denver who studies mass killings, said she was not surprised Holmes was studying neuroscience and mental disorders.

"It could be he was interested in that because he knows there's something different in him," said Muscari.

She said that several mass murderers are young men in late adolescent or early adulthood. "We're talking about guys when they're at that ago when they're testosterone charged, their brains start developing, and it's also when schizophrenia kicks in."

Those who knew Holmes described him as a shy, intelligent person raised in California by parents who were active in their well-to-do suburban San Diego neighborhood. Holmes played soccer at Westview High School and ran cross-country before going to college.

Police said they would begin collecting the personal items left by panicked moviegoers in days and would move out of the theater by midweek. Shaken law enforcement officials urged residents to not stay home.

"I just don't want the shameless and senseless act of one man to make this difficult for families to move on," Aurora Fire Chief Mike Garcia said. "Go out. See a movie. Go out into your city. Don't be afraid."

How Important is Out of Hours Social Customer Service?

ago by Marie Rose

Most customer service teams clock off at 5pm, but early evening is one of the busiest times on social networks. Your staff has headed home, but so have your customers, and now they actually have the time to speak to you. With a significant number of customer service requests raised outside of typical contact center hours, are companies putting themselves at risk by remaining unavailable? The Internet thrives 24 hours a day, and as companies shift fully online, they are expected to keep up. KLM and SWISS have taken this into account, setting up social customer service teams that are available 24 hours a day on Facebook and Twitter, while Sky and Tesco offer customer service into the evenings. Other businesses will need to follow suit. If companies do not have a team of agents available in the evening, customers are not only getting ignored when they need help, but getting ignored publicly - just when the most people are looking.

Out of hours customer service teams help to satisfy consumer expectations for social engagement.?

  1. Customers expect a fast response speed
30% of customers expect a response to the questions they post through social media in under an hour. It's impossible for customers to get this level of service from a business that isn't operating an out of hours customer service team. Companies should be aware of the times their customer service representatives are most in demand, in order to allocate their services accordingly. Without an evening customer service team, customer service issues build up to be tackled the next day. We?ve found that this backlog presents a major obstacle for those trying to maintain a consistent service level?during the day, who have to spend time catching up on yesterday?s posts before?they can start afresh. An out of hours team can help to speed up service at all times of the day.
  2. Companies are already encouraging evening interactions
Posting to social networks after regular working hours has helped companies to increase engagement with their customers, by up to 30%. Social media managers will be found permanently connected to social media on the go, tablet or smart-phone in hand. But if companies share marketing materials outside of normal work hours, consumers will expect the brands to answer their customer service questions as well. Out of hours service teams simply complete the picture for the kind of communication encouraged by marketing departments.?
  3. Unanswered messages are seen by everyone
The public nature of social networks means that unanswered questions are available for the entire world to see. Because of the 24-hour accessibility of the Internet, companies are stuck in a trap when it comes to keeping up target response times. The longer customer messages are left unanswered on Facebook and Twitter, the more consumers will see complaints and presume neglect, and may feel discouraged to engage with that company themselves. Conversocial has found that 88% of us are less likely to do business with a brand we see ignoring customers on social media. ?And we?ve already established that most eyes are on your activity in the evenings. This risk can be reduced with an out of hours customer service team to ensure no message goes unanswered, no matter what time of day it is sent.?

Customer expectations on social media are getting higher and higher, making the pressure on companies to respond accordingly ever greater. As social media becomes more established as a route for customers to take their problems to companies they do business with, businesses will need to adapt to keep up with their customers? needs and over service not just where, but when they want it.

Do you think there is a demand for out of hours customer service teams? We?re interested to hear your opinions in the comments below.

Got any suggestions for what you?d like to hear from us? Send your thoughts to marie@conversocial.com, or @Conversocial. We?re always looking for new ideas.

UN blames regime forces for Syria massacre

BEIRUT (AP) ? The U.N. singled out government forces Friday for blame in the latest massacre in Syria, a frenzy of killing that raises new questions about whether diplomacy has any chance to end the crisis more than 16 months into the bloodiest revolt of the Arab Spring.

As the violence turns ever more chaotic, analysts warn the effort by special envoy Kofi Annan has become nothing more than a pretense, with government forces, rebels, jihadists and others fighting for power.

"Violence and escalation have outpaced political and international diplomacy," said Fawaz A. Gerges, director of the Middle East Center at the London School of Economics.

"I don't see a light at the end of the tunnel. ... All I see is more violence and more escalation, and this horrible massacre is another sign that Syria is spiraling out of control."

Scores of people were killed Thursday when Syrian gunners bombarded the impoverished village of Tremseh with tanks and helicopters in what rebels claim was among the worst single days of bloodshed in the uprising against President Bashar Assad.

The accounts of the killings and death tolls varied widely. Late Friday, local activists backed away from early reports that more than 200 people were killed. One said he had confirmed 74, but had only 20 names. Another provided a list of 103 names.

For its part, the Syrian government said more than 50 people were killed when Syrian forces clashed with "armed gangs" that were terrorizing village residents. The regime refers to its opponents as terrorists and gangsters.

Much remains unclear about what happened in Tremseh, an isolated hamlet in Hama province, including why it was targeted and whether all of the dead were civilians. One activist group said dozens of victims were rebel fighters.

An amateur video posted online showed a young man wailing over the body of an elderly, gray-haired man wrapped in a blanket.

"Come on, Dad. For the sake of God, get up," the man sobbed as a boom was heard in the background.

Another video showed a mass grave that was three bodies wide and about 10 bodies long. The video's narrator called it "the first group of martyrs from the Tremseh massacre."

Neither activists' claims nor the videos could be independently verified.

The killings fueled debate about what to try next to stop the violence, which activists say has killed more than 17,000 people despite several rounds of sanctions and increasingly frantic condemnation by the U.N., the U.S. and its Western and Arab allies.

Reflecting the deep frustration, activists held anti-regime protests across Syria on Friday under the banner "Remove Kofi Annan, the servant of Assad and Iran."

"Down with Annan, the agent of Iran!" protesters chanted in the town of Maaret al-Numan. Iran is one of the Syrian regime's strongest backers.

In a statement Friday, Annan said he was "shocked and appalled" by the reports of the attack on Tremseh, and condemned the government for using heavy weaponry in populated areas, something it was supposed to have stopped three months ago.

Maj. Gen. Robert Mood, head of the U.N. monitoring mission, told reporters in Damascus that a group of observers deployed about three miles (five kilometers) from Tremseh confirmed the use of heavy weaponry and attack helicopters, implicating the government.

The violence has grown increasingly chaotic over the course of the uprising, which began in March 2011 with mostly peaceful protests. Government forces launched a ferocious crackdown on the demonstrations, leading many people to take up arms.

Besides the government crackdown, rebel fighters are launching increasingly deadly attacks on regime targets, and several massive suicide attacks this year suggest al-Qaida or other extremists are joining the fray.

Against this backdrop diplomacy appears all but doomed to fail.

The government and the opposition ? which is fractious and largely leaderless ? have agreed in theory to Annan's plan, which calls for a cease-fire by both sides and for the government to pull its tanks out of population centers.

But both sides have largely ignored their promises to Annan, and the presence of other forces, such as violent extremists who are not party to any such agreement, only complicates efforts to stop the bloodshed.

Threats at the U.N. Security Council have no heft because veto-wielding member Russia stands staunchly on the side of the regime in Syria, its longtime ally.

On Friday, Secretary of State Hillary Rodham Clinton expressed outrage over the killings in Tremseh and demanded that the Security Council take action to stop the violence.

"History will judge this council," she said. "Its members must ask themselves whether continuing to allow the Assad regime to commit unspeakable violence against its own people is the legacy they want to leave."

Russia, for its part, condemned the Tremseh killings, but blamed them on "terrorists" opposed to Assad.

The Syrian government claims the uprising is a foreign plot to weaken Syria, casting all its opponents ? from pro-democracy demonstrators to armed rebels ? as terrorists.

NATO and the U.N. have all but ruled out foreign military intervention. Syria is intertwined in alliances with Iran, Hezbollah and Palestinian militant groups, and borders Israel ? making the fallout from military action unpredictable.

"The Western powers have no appetite or political will to intervene militarily," Gerges said. "So once they say there is no more diplomatic initiative, then they have to say 'What is Plan B?' There is no Plan B."

There is virtually no way to perform an independent investigation in Syria, one of the most authoritarian states in the Middle East. Assad has largely sealed off the country and prevented reporters from moving freely. A team of 300 U.N. monitors sent to Syria to provide an unbiased look at the violence has been confined to their hotels since June 15 because of the worsening violence.

In Istanbul, the head of the Syrian National Council, an exile opposition group, called on the Security Council to meet urgently to discuss ways to protect the Syrian people, saying the latest killings raise doubts about Annan's plan.

"Kofi Annan is very much drifting away from the mission that he was entrusted with, which will make us reconsider everything he proposes," Abdelbaset Sieda told reporters.

Two activists reached Friday via Skype said they were in villages near Tremseh and gave a chilling account of the violence.

Bassel Darwish said the army surrounded the village early Thursday to prevent people from fleeing and pounded it with artillery, tank shells and missiles from a combat helicopter.

"Lots of people tried to get the families out but they weren't able to," he said. After the shelling, the army entered with pro-government thugs, who gunned down and stabbed residents in the streets, he said.

Initially, Darwish said activists had determined 200 people died. However, later via Skype, he sent a list of 103 names of people he said were confirmed dead.

Another activist, Abu Ghazi al-Hamwi, said local rebels tried to fight off the army but couldn't.

"They kept shelling the city and the weapons that the (rebel) Free Army had were not enough to keep them out," he said, adding that he had been able to confirm 74 dead.

(AP) ? Joe Paterno and other top Penn State officials hushed up child sex abuse allegations against Jerry Sandusky more than a decade ago for fear of bad publicity, allowing Sandusky to prey on other youngsters, according to a scathing internal report issued Thursday on the scandal.

"Our most saddening and sobering finding is the total disregard for the safety and welfare of Sandusky's child victims by the most senior leaders at Penn State," said former FBI Director Louis Freeh, who was hired by university trustees to look into what has become one of sports' biggest scandals. "The most powerful men at Penn State failed to take any steps for 14 years to protect the children who Sandusky victimized."

After an eight-month inquiry, Freeh's firm produced a 267-page report that concluded that Hall of Fame coach Paterno, President Graham Spanier, athletic director Tim Curley and vice president Gary Schultz "failed to protect against a child sexual predator."

Freeh called the officials' disregard for child victims "callous and shocking."

"In order to avoid the consequences of bad publicity, the most powerful leaders at the university ? Spanier, Schultz, Paterno and Curley ? repeatedly concealed critical facts relating to Sandusky's child abuse," the report said. Paterno "was an integral part of this active decision to conceal," Freeh said at a news conference.

School leaders "empowered Sandusky to attract potential victims to the campus and football events by allowing him to have continued, unrestricted and unsupervised access" to campus and his affiliation with the football program, the report said. The access, the report states, "provided Sandusky with the very currency that enabled him to attract his victims."

Freeh said officials had opportunities in 1998 and 2001 to step in.

Sexual abuse might have been prevented if university officials had banned Sandusky from bringing children onto campus after a 1998 inquiry, the report said. Despite their knowledge of the police probe into Sandusky showering with a boy in a football locker room, Spanier, Paterno, Curley and Schultz took no action to limit his access to campus, the report said.

The May 1998 complaint by a woman whose son came home with wet hair after showering with Sandusky didn't result in charges at the time. The report says Schultz was worried the matter could be opening "Pandora's box."

Then, in 2001, after a member of Paterno's staff saw Sandusky in a campus shower with a boy, officials did bar him from bringing children to campus and decided not to report him to child welfare authorities.

"There's more red flags here than you could count over a long period of time," Freeh said.

Sandusky is awaiting sentencing after being convicted of 45 criminal counts for abusing 10 boys. The scandal led to the ouster of Paterno and Spanier. Curley and Schultz are awaiting trial on charges accusing them of lying to a grand jury and failing to report abuse. They have pleaded not guilty.

Trustee Anthony Lubrano, a critic of the board's dismissal of Paterno in November, said the board was still formulating a response.

Freeh also said Sandusky's conduct was in part a result of the school's lack of transparency, which stemmed from a "failure of governance" on the part of officials and the board of trustees. He said the collective inaction and mindset at the top of the university trickled all the way down to a school janitor who was afraid for his job and opted to not report seeing sex abuse in a school locker room in 2000.

The report also singled out the revered Penn State football program ? one built on the motto "success with honor" ? for criticism. It says Paterno and university leaders allowed Sandusky to retire in 1999, "not as a suspected child predator, but as a valued member of the Penn State football legacy, with future 'visibility' at Penn State'," allowing him to groom victims.

Investigators, however, found no evidence linking his $168,000 retirement package in 1999 to the 1998 police investigation. Freeh called the payout unprecedented but said there was no evidence it was an attempt to buy Sandusky's silence.

Sandusky's trial last month included gut-wrenching testimony from eight young men who said he abused them as boys, sometimes on campus, and included testimony that showed he used his prestige as a university celebrity to manipulate the children.

By contrast, Freeh's team focused on Penn State and what its employees did ? or did not do ? to protect children.

More than 430 current or former school employees were interviewed since November, including nearly everyone associated with the football program under Paterno. The Hall of Fame coach died of lung cancer in January at age 85, without telling Freeh's team his account of what happened.

The report included a series of emails among school administrators following accusations against Sandusky in 1998 and 2001.

After Curley opted not report Sandusky for an alleged assault of a boy in the football locker room showers in 2001, Schultz called the decision to try and get Sandusky to seek professional help "humane." But he also noted that "the only downside for us is if the message isn't (heard) and acted upon and we then become vulnerable for not having reported it."

The emails also point to Paterno being aware of the 1998 accusation.

With the report now complete, the NCAA said Penn State now must address four key questions concerning "institutional control and ethics policies," as outlined in a letter sent to the school last fall.

"Penn State's response to the letter will inform our next steps, including whether or not to take further action," said Bob Williams, the NCAA's vice president of communications. "We expect Penn State's continued cooperation in our examination of these issues."

The U.S. Department of Education is examining whether the school violated the Clery Act, which requires reporting of certain crimes on campus, including ones of a sexual nature. The report said Penn State's "awareness and interest" in Clery Act compliance was "significantly lacking."

Only one form used to report such crimes was completed on campus from 2007 through 2011, according to the Freeh findings. And no record exists of Paterno, Curley or assistant coach Mike McQueary reporting that McQueary saw Sandusky in a shower with a boy in 2001, as they would be obligated to do under the Clery Act.

As of last November, Penn State's policies for Clery compliance were still in draft form and had not been implemented, the report found.

U.S. Department of Education said it was still examining whether Penn State violated the Clery Act, but declined to comment on Freeh's report.

Mary Krupa, an 18-year-old Penn State freshman who grew up in State College, said the conclusion that the school's highest officials were derelict in protecting children didn't shake her love of the town or the school.

"The actions of five or six people don't reflect on the hundreds of thousands" of students and faculty who make up the Penn State community, she said while walking through the student union building on campus.

Freeh said he regretted the damage the findings would do to Paterno's "terrific legacy" but there was no attempt to pin the blame on the late coach.

"What my report says is what the evidence and the facts show," he said.

Christian Beveridge, a masonry worker who grew up near Penn State, said the findings will ruin Paterno's legacy but not the closeness that people in town and fans feel for him.

"He built this town," said Beveridge, 40, resting in the shade on campus during a break. "All of his victories, he'll be remembered by everyone in town for a long time, but there will be that hesitation."
