NYS Comptroller raises alarm about mounting public authority debt

ALBANY - When it comes to racking up debt, the State Comptroller said public authorities have had too smooth of a ride.

In a new report, Thomas DiNapoli found the State's more than 1100 authorities have accrued nearly a quarter of a trillion dollars; most of it without New Yorkers' stamp of approval.

"Right now we have 94-percent of our state-funded debt that is held by the public authorities and has never been approved by the voters," said iRobert Ward, Deputy Comptroller.

Ward said 30-billion of the debt in just the last couple of years was taken on for good reasons, like building bridges and other long term capital improvements.

But the Comptroller's Office said there's not enough oversight of the spending, including on salaries.

The report found that 18,000 employees or 11.6-percent of the workforce, earn over $100,000-a-year.


Only 8.3-percent of state employees make as much.

"We believe in many cases there's no clear need for those higher salaries in order to attract good people or to make sure the authority is operating effectively," Ward added.

DiNapoli's report said another big reason for rising debt: backdoor borrowing, where money raised by authorities is grabbed by the state to plug budget gaps.

"The state uses the authorities as cash cows both by tapping their reserves and using them as vehicles for borrowing without voter approval and in that way authorities are becoming more and more quasi agencies in a way that was never intended," said EJ McMahon, Director of the Empire Center for New York State Policy.

DiNapoli wants a constitutional amendment to require voter approval for major borrowing, to get public authority debt under control.

Otherwise, he says New Yorkers will be saddled with paying off the debt for too many years to come.

Syrian conflict too complex for U.S. weapons, general says

WASHINGTON (AP) ? The situation in Syria is too complicated right now to provide opposition forces with lethal aid, a senior U.S. military commander said during congressional testimony Tuesday.

Marine Corps Gen. James Mattis, the top officer at U.S. Central Command, said he is concerned U.S. enemies might wind up with weapons that are given to the rebels fighting Syrian President Bashar Assad because of instability throughout the country.

But Mattis also told the Senate Armed Services Committee that Assad's support is eroding daily. "He is losing ground," Mattis said of Assad.

Secretary of State John Kerry announced last week that the U.S. would for the first time provide rebel fighters in the Free Syrian Army with non-lethal assistance ? rations and medical assistance.

In wide ranging testimony, Mattis also said the U.S. mission in Afghanistan is succeeding because the Afghan military and security forces are doing most of the fighting.

As proof the Afghans are taking the lead on most operations, Mattis said U.S. forces have suffered only a small number of casualties since the beginning of 2013 while nearly 200 Afghan troops have been killed during the same period.

President Barack Obama announced last month that he will cut the size of the U.S. force in Afghanistan roughly in half by a year from now. There are currently about 66,000 U.S. troops there, and he said he will withdraw about 34,000 by this time next year.

Mattis said he backs the president's plan. "I support the pace and I support the numbers," Mattis said.

Headquartered at MacDill Air Force Base in Tampa, Fla., Central Command is responsible for operations in a swath of the globe that reaches from Central Asia to the Horn of Africa, a region where religious extremism has driven al-Qaida and other terrorist groups.

TSA to allow small knives, bats, clubs on planes

WASHINGTON (AP) ? Airline passengers will be able to carry small knives, souvenir baseball bats, golf clubs and other sports equipment onto planes beginning next month under a policy change announced Tuesday by the head of the Transportation Security Administration.

The new policy conforms U.S. security standards to international standards, and allows TSA to concentrate its energies on more serious safety threats, the agency said in a statement.

The announcement, made by TSA Administrator John Pistole at an airline industry gathering in New York, drew an immediate outcry from unions representing flight attendants and other airline workers, who said the items are still dangerous in the hands of the wrong passengers.

Transport Workers Union Local 556, which represents over 10,000 flight attendants at Southwest Airlines, called the new policy "dangerous" and "shortsighted," saying it was designed to make "the lives of TSA staff easier, but not make flights safer."

"While we agree that a passenger wielding a small knife or swinging a golf club or hockey stick poses less of a threat to the pilot locked in the cockpit, these are real threats to passengers and flight attendants in the passenger cabin," the union said in a statement.

The policy change was based on a recommendation from an internal TSA working group, which decided the items represented no real danger, said David Castelveter, a spokesman for the agency.

The presence on flights of gun-carrying pilots traveling as passengers, federal air marshals and airline crew members trained in self-defense provide additional layers of security to protect against misuse of the items, he said. However, not all flights have federal air marshals or armed pilots onboard.

The new policy permits folding knives with blades that are 2.36 inches or less in length and are less than 1/2-inch wide. The policy is aimed at allowing passengers to carry pen knives, corkscrews with small blades and other knives.

Passengers also will be allowed to bring onboard as part of their carry-on luggage novelty-sized baseball bats less than 24 inches long, toy plastic bats, billiard cues, ski poles, hockey sticks, lacrosse sticks and two golf clubs, the agency said. The policy goes into effect on April 25.

Security standards adopted by the International Civil Aviation Organization, a U.N. agency, already call for passengers to be able to carry those items. Those standards are non-binding, but many countries follow them.

Box cutters, razor blades and knives that don't fold or that have molded grip handles will still be prohibited, the TSA said.

The items that will be permitted under the new policy don't present any greater danger than other everyday items that passengers can turn into weapons, aviation security consultant John L. Sullivan said. A pen or a toothbrush can be sharpened into a knife like the "shivs" inmates sometimes make in prisons, he said. Some airlines have returned to using real glassware and silverware in first class, rather than plastic or paper, he noted. Glasses can be broken and used as weapons, he added.

"There are a lot of things you can use on an airplane if you are intent on hurting someone," said Sullivan, co-founder of the Welsh-Sullivan Group in Dallas. "Security is never 100 percent."

But speaking as a passenger, he said, the "last thing I need is someone getting on a plane taking up valuable space with their pool cues and hockey sticks."

Douglas Laird, a former security director at Northwest Airlines and now a security consultant, said the change was long overdue. He said security should focus more on profiling passengers and less on what they're carrying.

"After 9/11, TSA did a lot of things pretty fast without thinking it through. They have better things to do than look for a guy who's got a 2-inch knife," he said.

There has been a gradual easing of some of the security measures applied to airline passengers after the Sept. 11, 2001 terrorist attacks. In 2005, the TSA changed its policies to allow passengers to carry on airplanes small scissors, knitting needles, tweezers, nail clippers and up to four books of matches. The move came as the agency turned its focus toward keeping explosives off planes, because intelligence officials believed that was the greatest threat to commercial aviation.

And in September 2011, the TSA no longer required children 12 years old and under to remove their shoes at airport checkpoints. The agency recently issued new guidelines for travelers 75 years old and older so they can avoid removing shoes and light jackets when they go through airport security checkpoints.

Renault CEO: Let shareholders vote on exec pay

GENEVA (AP) ? Just days after Swiss voters struck a blow against corporate greed, Renault's CEO Carlos Ghosn gave his support to the idea of giving shareholders more power over pay packages.

The global financial crisis has fueled anger at corporate "Fat Cats," especially as some company earnings ? and bosses' pay ? are bouncing back before the rest of the economy catches up. The Swiss voted overwhelmingly last weekend to make executive pay contingent on a shareholder vote.

Ghosn said he's for giving shareholders the power to reject pay packages ? if only to end the debate and focus attention back on the issue of making cars.

"At the end of the day, CEO compensation will have to be voted by shareholders," said Ghosn on the sidelines of the Geneva Motor Show on Tuesday.

"That's the only way we're going to stop the whole discussion because when shareholders vote on the compensation of a CEO, there's nothing you can say about that, because the people who are paying are saying I agree to pay."

At the Geneva Motor Show, where bespoke cars fight for attention with Porsches and Ferraris, some car executives may make less than their customers. But what about the carmakers trying to appeal to the everyman?

Fiat and Chrysler CEO Sergio Marchionne is worried legislation like that voted for in Switzerland might be a bit clumsy ? and could scare off talent.

"It is like trying to kill a fly with a sledge hammer," he said in Geneva. "You kill the fly but you will take down the wall.

But he agreed that some kind of check was inevitable and said that executives shouldn't be rewarded when they don't perform.

In many countries, shareholders vote on compensation ? but their votes aren't binding. Ghosn's own salary has come under discussion while he negotiates a pay freeze with unions ? part of moves designed to boost the carmaker's competitiveness. French government ministers have asked him to take a pay cut since the company is struggling, and he has said he'll delay some of his compensation and make it contingent on the success of Renault's restructuring if the agreement is signed. That accord won support from another union on Wednesday.

But Ghosn was clear about how far he would bend to government criticism of executive pay.

"Governments can still continue to consider it's excessive, but then tax it," he said.

Too many craft supplies and a place to put them is a typical problem. Arrange crayons, colored pencils and more in an over-the-door shoe organizer. You have all your supplies organized and easy to see in no time.

Use the shoe organizer for anything. It can also be great for cleaning supplies.

If you need decorations for your playroom walls and you have too many board games this is a great solution. Take the glass out of frames and frame the board games and hang on the walls. Attach the game pieces in little baggies to the frame.

What about all that jewelry? If you could actually see it you may even wear it more. Hang a peg board on the wall in your closet and hang your necklaces from it.

Need a place to put your earrings? How about an ice cube tray?

Dubai: Dubai Chamber of Commerce and Industry attempts several endeavours to revise the franchising law with the aim of easing business and protecting brands and investors in the UAE market.

With the participation of leading legal firms, a workshop reviewed and discussed UAE franchising laws, setting up a franchise and the challenges and risks associated with franchising and how to mitigate them.

The Dubai Chamber felt that modifying certain aspects in the franchising law will enhance the business of the local and international brands in the market as well as give more flexibility to organise business perspectives under proper legislative umbrella.

The initiative comes in line with the law issued recently to grant the Dubai chamber larger authority to promote UAE businesses.

Jehad Kazim, Director, Legal Services Department, Dubai Chamber, said that franchising is an excellent opportunity for rapid growth with low capital investment. It allows quick market penetration and easy transfer of skills, making it a very attractive business concept to most business owners.

She added that franchise and agency agreements have a long track record of success in the UAE and have served as the foundation for bringing many international brands and products to the local market.

Jehad remarked that the workshop tackled all legal perspectives of franchising which in turn will raise awareness about the concept overall and the obligations of the franchisee and the franchisor which are important elements for the success of the franchising business.

Removal of Berlin Wall section put on hold

BERLIN (AP) ? After facing protests, a real estate developer has put on hold until at least mid-March plans to remove a piece of one of the few remaining sections of the Berlin Wall, and the city's mayor said Monday that he would try to ensure the structure is preserved.

On Friday, hundreds of angry protesters prevented construction workers from removing all but a tiny piece of the East Side Gallery wall to make way for an access path for a luxury housing project.

Plans called for the removal of a 22-meter (yard) section of the 1.3 kilometer (3/4 mile) stretch of wall, which was painted by artists after the fall of communism and is a popular tourist attraction.

The wall section stood on the eastern side of the elaborate border strip built by East Germany and, when the border was closed, carried none of the graffiti that covered the western side of the wall.

Several thousand demonstrators protested against the construction plans on Sunday.

Work was supposed to resume this week, but Volker Thoms, a spokesman for project investor Maik Uwe Hinkel, said Monday it has been put on hold to allow for further discussions until at least March 18, when a forum that brings authorities together with locals is scheduled to meet.

Over the weekend, Hinkel spoke with Berlin Mayor Klaus Wowereit. The mayor publicly stepped into the dispute for the first time on Monday, issuing a statement in which he said the removal of the wall section "does not appear necessary."

Wowereit said that an alternative should be found to the removal, which was authorized at a lower administrative level ? by the city district in which the East Side Gallery stands. He said the city government will try to find a solution.

I think so and here?s why:

Natural gas pricing is a complex subject tied to seemingly unconnected multiple variables that simply don?t lend themselves to a simple narrative.? That doesn?t stop most people trying to create one. If they want a simple life, these people should get out of the big money and go open a laundromat or something. Natural gas pricing is a high impact multi-billion dollar issue. This may explain why those who go for the natural gas is just another fossil fuel narrative just can?t get gas pricing either. Their Peak Gas narrative is essentially we?re all using a lot of a declining resource and we?re doomed, or if we stop we?re doomed anyway or we can get out of it spending a trillion euros to go green. In which case we?re doomed and broke. As an aside, peakers are often as unaware of, and uncomfortable with, the success of energy efficiency on the demand side as they are with shale on the supply side, denying the good news reality of each.?

A key issue in Europe remains that some continue to refuse to accept that the shale revolution will have consequences in European markets.

Budget cuts to hit military school districts first

FORT HOOD, Texas (AP) ? Public schools everywhere will be affected by the government's automatic budget cuts, but few may feel the funding pinch faster than those on and around military bases.

School districts with military ties from coast-to-coast are bracing for increased class sizes and delayed building repairs. Others already have axed sports teams and even eliminated teaching positions, but still may have to tap savings just to make it through year's end.

But there's little hope for softening any future financial blows.

"Next year is scarier than this year," said Sharon Adams, chief financial officer for Muscogee County schools in Georgia. The district serves the U.S. Army's Fort Benning and could lose $300,000 in federal funding out of its $270 million in general funds before the end of the school ? and more than four times that in 2013-2014.

The schools' losses will come from cuts to a federal program known as "Impact Aid" that supplements local property tax losses for districts that cover federal land, including military posts and Indian tribal areas. About 1,400 school districts serving roughly 11 million children nationwide ? including nearly 376,500 students from military families ? benefit from the aid, said Jocelyn Bissonnette, director of government affairs for the Washington-based National Association of Federally Impacted Schools.

Bissonnette said slightly more than 5 percent of funding would disappear from nearly all U.S. Department of Education programs under the automatic cuts. But while most of the reductions wouldn't take effect until next fall, Impact Aid could be immediately cut, with many districts failing to receive a scheduled payment in March.

In all, the U.S. Department of Education estimates districts receiving Impact Aid could see $60 million evaporate this school year.

"Classrooms will be fuller," said Sara Watson, principal of 810-student Meadows Elementary on Fort Hood, one of the world's largest military installations. Watson stressed that she doesn't yet know the full impact, but said an extra teacher for fifth and sixth grade science hired this year could be reassigned ? which may mean squeezing kids into fewer classes.

Ninety-nine percent of parents at Meadows are in the military and a quarter of the teachers are married to active-duty personnel. But the campus is run by the school district in the surrounding community of Killeen, which has 52 campuses in all ? including seven elementary and two middle schools on Fort Hood and about total 42,000 students.

As soldiers return from Iraq and Afghanistan, enrollment has swelled, increasing by 1,200 students annually in recent years ? though next year likely will only see 500 additional students.

Overall, the district stands to lose at least $2.6 million in Impact Aid funding before the end of the school year under the automatic cuts. Superintendent Robert Mueller said the cuts amount to more than 50 teachers' salaries, roughly one per school, or five months' worth of district's electric bills ? and may mean tapping into Killeen's cash reserves to cover expenses.

Other military districts have made pre-emptive cuts that now may not be enough.

In San Antonio, Randolph Field school district educates about 1,200 students from military families at the local Air Force base of the same name and draws 45 percent of its budget from Impact Aid. Officials this year eliminated high school math and science teaching positions and cut baseball, cross-country and swimming.

But even then, the district expected to get $5.3 million in Impact Aid. Randolph Field may now get about $1 million less ? meaning it will have to use reserve funds to finish the year.

"If we get it, we'll end the year in the black," Lorrie Remick, the district's chief financial officer, said of the year's final Impact Aid payment. "If not, we'll have a deficit for the first time in our history."

In North Carolina, Cumberland County Schools superintendent Frank Till, whose district has a total budget of $450 million and includes Fort Bragg, said he may forfeit about $800,000 for the remainder of the fiscal year ? but that his primary concern is what might happen next year, when the district could be out about $3.2 million.

"If October comes and they've not restored our money, we'll have to completely eliminate schools from service and certainly have to cut back on staffing," Till said. "We'll have to cut back services to some of our most disadvantaged kids."

He volunteered some advice to policymakers: "Go out to Camp David and don't come back until you have a plan."

Ronald Walker, superintendent of Geary County Schools USD 475 in Kansas, which serves Fort Riley, offered a harsher sentiment: "I think it's arrogant for leaders to turn their backs on our soldiers."

Walker anticipated an Impact Aid cut as the country flirted with the "fiscal cliff" in January, so delayed repairs on school roofs and air conditioning systems. But the coming funding reductions look worse than he prepared for ? likely meaning living with longstanding school plumbing problems

"I'm just going to ignore them," Walker said, "and hope."
