Obama delays request for $1.2T debt limit increase

(AP) ? President Barack Obama is delaying his request for another $1.2 trillion increase in the United States' debt limit at the request of congressional leaders.

It's basically because of a technicality.

The White House had been ready to ask for the increase Friday because the government is within $100 billion of exhausting its current borrowing authority. Congress would then have 15 days to reject the request, though Obama would veto any objections in order to ensure that the government does not default on its obligations.

But with Congress not due to return to Washington until mid-January, a bipartisan group of lawmakers asked Obama to delay his request so they would be in session during the 15-day period allowed for objections.

"The administration is in discussions with leaders in both houses to determine the best timing for submission of certification and any subsequent votes in the two houses," White House spokesman Josh Earnest said Friday.

Kevin Smith, a spokesman for Speaker John Boehner, said the House leadership preferred not having to call members back to Washington early to vote on the increase request, but would have done so if necessary.

A senior White House official said Obama will make his request within days. The Treasury Department will use accounting measures to ensure that the nation does not reach its debt limit before the $1.2 trillion increase is finalized, said the official, who requested anonymity because the person lacked authority to speak publicly.

The debt limit is the amount the government can borrow to finance its operations. It has soared because the government has run record deficits over the past decade. The borrowed money has helped pay for two wars, stimulate the nation's economy after the worst recession since the Great Depression and keep intact broad tax cuts initiated during the Bush administration.

Obama's request to increase the nation's borrowing authority would boost the debt limit to a record $16.4 trillion. The president and Congress agreed to raise it to that level in three steps as part of the August deal that was struck hours before a threatened government default.

Officials say the $1.2 trillion increase should be enough to allow the government to keep borrowing until the end of 2012, or just after the presidential election.

Congress agreed to raise the debt limit by $400 billion in August and by another $500 billion in September. House Republicans voted against the second increase, but failed to block it because the Senate approved it. The increases are scheduled to take effect unless both chambers vote against them.

The White House announced the delay in the debt limit request from Hawaii, where the president is on vacation.

(AP) ? Stock futures are mixed and nearly flat after four straight sessions of gains.

In the first day of trading following the holiday weekend, futures for the Dow Jones industrial average were down 16 points at 12,201. The broader Standard & Poor's 500 was down 2.6 points at 1,257.70. And the Nasdaq composite was down 1.25 at 2,277.25.

A run of strong data from the U.S. ahead of the long holiday weekend had buoyed investors around the world and particularly on Wall Street. The Dow Jones index closed Friday at a five-month high.

European shares eked out modest gains Tuesday despite an earlier retreat in Asia.

Due later Tuesday are reports on October home prices at 9 a.m. ET and consumer sentiment at 10 a.m. ET.

In Europe stock markets have recovered some ground recently, but most are still down on the year.

On Tuesday, France's CAC-40 rose 0.2 percent to 3,108 while Germany's DAX was up 0.2 percent at 5,888. The FTSE index of Britain's leading shares remained closed.

One market bucking the trend was Italy's FTSE MIB, trading 0.5 percent lower as the yield on the country's ten-year bonds struck 7 percent once again ? a level that is considered unsustainable in the long-run and eventually forced Greece, Ireland and Portugal to seek outside financial help.

Italy is the eurozone's third-largest economy and is considered to be too big to save under current bailout facilities. Mario Monti, the country's new premier, got parliamentary approval last week for a big austerity package that is intended to save the country from financial disaster.

Markets have grown increasingly fearful over the past few months that Italy will find it difficult to pay off its massive debts, which stand at around ?1.9 trillion ($2.5 trillion).

Despite ongoing worries over the spread of Europe's debt crisis to Italy, the euro remained relatively well-supported, trading 0.1 percent higher too at $1.3070.

The narrow ranges across stock markets reflect light holiday trading. Markets in Europe and the U.S. were closed Monday and trading is expected to be light most of this week, though there could be some year-end movement on Friday as investors look to lock in any gains they may have made.

Earlier, Asian shares fell after disappointing profits from Chinese companies and a warning that Japan faces "significant downside risks" due to Europe's debt problems. That warning came from a Finance Ministry representative at a November Bank of Japan meeting, the bank said Tuesday.

Japan's Nikkei index lost 0.5 percent to 8,440.56, while Seoul's Kospi shed 0.8 percent at 1,842.02. Taipei, Singapore and Jakarta also declined. Hong Kong and Sydney were closed.

China's benchmark Shanghai index dropped nearly 1.1 percent to 2,166.21 after the country's government reported that profit growth slowed at its major industrial companies. Total profit in the January-November period rose 24.4 percent over a year earlier, down 0.9 percent from the growth rate for the first 10 months of the year.

Oil markets were fairly subdued ? benchmark crude for February delivery rose 29 cents to $99.97 a barrel in electronic trading on the New York Mercantile Exchange.

GOP's Santorum fighting to contend in leadoff Iowa

MASON CITY, Iowa (AP) -- Rick Santorum isn't going down without a fight. In fact, that fight might be lifting him up.

The Republican presidential candidate who may have logged more miles than any other this year is more likely these days to be grinding it out on the campaign trail than trumpeting the buzz he's stirring among Iowa's conservative voters a week before the Jan. 3 presidential caucuses.

"We feel good," Santorum, a long-overlooked candidate in the GOP race, said with a thin smile as he left a midday campaign stop Tuesday in Mason City, seemingly hesitant - at least publicly - to buy into the notion that he's on the rise.

There are hurdles. His cash-strapped campaign has only just started running TV ads, and his organization is small in a state whose contests rely on the ability of campaigns to turn out a slew of supporters.

Still, there's evidence that Iowa Republicans, many of whom are still undecided and looking for a conservative candidate, may be starting to give the former Pennsylvania senator a look at just the right time.

"Rick Santorum could be a real surprise," said former Dallas County GOP Chairman Rob Taylor.

In recent days, Santorum's crowds have started growing as he rallies conservatives with a pit bull's pugnaciousness, and just a touch of anger.

He has earned the support of a number of key backers of former Arkansas Gov. Mike Huckabee, who won the 2008 Republican caucuses. They include former gubernatorial candidate Bob Vander Plaats, conservative Sioux City radio host Sam Clovis and some influential evangelical pastors.

He landed the endorsement Tuesday of evangelical conservative activists Alex and Brett Harris, founders of Huck's Army, a national group that supported Huckabee's 2008 campaign.

"He's the only candidate in this race I trust," said Chuck Laudner, a veteran Iowa GOP operative who introduced Santorum to more than 100 party activists on Santorum's fourth trip to Mason City. "And he's a fighter."

As if to prove the point, Santorum launched into a speech filled with pokes at the national media and his rivals. For 90 minutes, he tore into President Barack Obama, Hollywood and moderate Republicans - and, by implication, rival Mitt Romney.

While Santorum's profile in Congress as a social-issues crusader bought him entree with influential evangelical conservatives in Iowa, it's his unhesitating attack on liberals that seems to be fueling his rise in internal polls by rival campaigns.

"Let's look at colleges and universities," Santorum said in the ballroom of the restored Frank Lloyd Wright Park Inn Hotel on Mason City's town square. "They've become indoctrination centers for the left. Should we be subsidizing that?"

Santorum tossed out Harvard University's motto, "Veritas," Latin for truth. "They haven't seen truth at Harvard in 100 years."

Santorum refers to Obama as a "radical." Just as easily, though, he calls his own party's leaders "the good old guys you can count on to sell out in the end."

Even in entertaining questions from voters, he is frank and at times pointed.

"No, you're missing my point," he told Mason City Republican Julia Jones, a retired factory worker, as he tried to explain Social Security.

Jones, who walked into the event weighing Santorum and Texas Gov. Rick Perry, liked what she heard - and decided to support Santorum.

"He doesn't soften the edges, but he doesn't talk down to you either," Jones said. "He's just in-depth."

Lawsuit Could Put Monetary Value on Twitter Followers

What?s your worth on Twitter? A new lawsuit could have an answer.

Meet 38-year-old Noah Kravitz -- who in October 2010 uploaded his final video for his former employer, PhoneDog.com. Kravitz says he left the company on a good note.

Kravitz removed ?PhoneDog? from his handle -- but kept the 17,000 followers he had built up in his four years at the company. Now, that good note seems long gone. PhoneDog has filed a lawsuit in California -- saying Kravitz?s followers belong to the site, not him. The company wants $2.50 per follower a month for eight months. That makes $340,000.

Kravitz told the New York Times PhoneDog said he could keep the followers if he kept Tweeting about the company, and that he thinks the suit was filed in retaliation to his request for 15 percent of the site?s advertising revenue because of his position as a partner. But the case is bringing up bigger issues -- should people be able to keep their followers when they leave a position -- and -- what are those followers worth??The Times spoke with a lawyer who handles intellectual property disputes. He says:

??It all hinges on why the account was opened ? If it was to communicate with PhoneDog?s customers or build up new customers ? then the account was opened on behalf of PhoneDog, not Mr. Kravitz. An added complexity is that PhoneDog contends Mr. Kravitz was just a contractor in the related partnership/employment case, thus weakening their trade secrets case, unless they can show he was contracted to create the feed.??

And when it comes to that $2.50 a head -- The Atlantic Wire says -- hold the phone, PhoneDog. The writer says followers might have been following Kravitz for his writing, not the PhoneDog info -- and that lots of followers are spambots anyway.

? ? an absurd valuation. ? Anyone who has used Twitter for any length of time knows that there are numerous tricks to inflating follower accounts and that the vast, vast majority of users are highly disengaged.?

PhoneDog won?t release how it arrived at that number, and media outlets agree cases like this one will probably become all too common in years ahead.

Designers develop device to elevate the iPad's keyboard

SAN FRANCISCO ? Even if you love the iPad, you?re probably not keen to write your next novel using its on-screen virtual keyboard. You may not be thrilled to type up a lengthy email with it, either.

Steven Isaac felt the same way. So the Seattle-based software designer got to work on a way to make the iPad easier to type on. Using a stretchy silicone, he invented a keyboard that sits atop the tablet?s on-screen keyboard when the device is turned on its side. He called it, TouchFire.

Isaac, who worked on an early tablet at computing startup Go in the `90s, isn?t unique in dreaming up this type of device. But his invention has garnered intense support on Kickstarter ? a website where entrepreneurs and artists solicit funding for their projects and often give rewards in exchange, such as a limited-edition poster or first version of a product.

In Isaac?s case, he turned to the site to raise money to transform his prototype into a real device, offering the first run of TouchFires to Kickstarter backers. His effort raised $201,400 by the time it ended last week. That was more than 20 times the $10,000 that he and his business partner had hoped to snag.

The TouchFire?s birth as a consumer product shows the growing importance of sites such as Kickstarter. They offer a new way to finance bright ideas and usher them to the masses. Kickstarter visitors can search through a bevy of proposals for everything from graphic novels to consumer electronics, coming from creators who must meet their stated funding goal in a specified period of time in order to actually use the money.

About 45 percent of the projects meet or exceed their goals, Kickstarter said. This year, site visitors pledged about $79 million to projects that either succeeded, including Isaac?s, or were still in the process of soliciting funds.

The response to the TouchFire in particular indicates that, despite the tough economy, people are interested in shelling out for ideas they believe in ? something that benefits both consumers and entrepreneurs.

?It sure makes us feel very good about the potential for this project and the demand for this project,? Isaac says.

It?s validation for a year and a half?s worth of work. Not long after the iPad came out in April 2010, Isaac started fashioning prototypes by cutting up transparent silicone laptop keyboard covers (the kind you use to protect a laptop?s keyboard from dirt) and thin sheets of silicone.

He had a number of stipulations for the TouchFire: It should somehow work with the iPad?s existing on-screen keyboard and have springy ?keys? that you could actually feel. It had to be small, light and unobtrusive. It needed to respond to your finger taps, but, as on a hardware keyboard, be insensitive enough that you could rest your fingers on the keys without triggering the typing of random letters.

Last September, he connected with Brad Melmon, an industrial designer who was also based in Seattle. The duo refined Isaac?s original idea and created the TouchFire company together.

A TouchFire prototype Isaac recently brought to The Associated Press? San Francisco office looked deceptively simple. On the surface, it appeared to be just a flexible keyboard cover with some rigid plastic on the sides.

But a closer look revealed small bumps on the underside of the keypad?s silicone keys ? bumps that provide typing fingers with the proper amount of resistance. Magnets on the sides and the bottom adhere it to the magnetic portions of the face of the iPad 2, allowing it to sit right on top of the on-screen virtual keyboard without sliding around. If you use the original iPad, a non-slip layer on the bottom of the TouchFire helps keep it in place.

Typing with it was fairly comfortable, though it would take some getting used to its squishy feel (a more apt name might be SquishyType).

Creating a functional prototype like this was just the first step, though. Isaac and Melmon needed funding to make their idea into a consumer product. So after briefly looking for outside investors, they turned to Kickstarter in October.

Not every idea makes it through KickStarter?s application process, which is required before you can start seeking funds through the site. The TouchFire was initially rejected ? Isaac suspects their pitch wasn?t demonstrative enough. But after adding a video that showed it in action, KickStarter approved the application and added it to the site on Oct. 20.

Isaac and Melmon hoped to raise $10,000 by the campaign?s Dec. 13 deadline by offering a TouchFire to anyone who pledged at least $45 ? about the same price they eventually hope to sell them at in stores.

This wasn?t a problem. By the fifth day of their Kickstarter campaign, they reached their goal. In the final seven days, the project had snagged more than $167,000 in funding. Isaac says he now expects to ship more than 5,000 TouchFires to Kickstarter backers.

Marci Liroff is one of the excited buyers. Liroff, a Los Angeles-based casting director and producer who successfully funded one of her own films through Kickstarter, uses an iPad for nearly everything. But she turns to a laptop if she wants to write more than a simple email ? she finds it too difficult to do so on the iPad. Liroff hopes the TouchFire changes that (and she jokes that if it does, she?ll never have to leave the couch again).

?I just thought it was a really brilliant idea,? she says.

Not everyone is convinced, though. Gartner Research analyst Ken Dulaney is skeptical that the TouchFire will appeal to the masses, saying it doesn?t really seem different from the scads of wireless keyboards already available for the tablet.

?I can tell you, you just need to go down the Apple Store to see how littered the market is for keyboards for iPads,? he says.

Indeed, there are tons of options available to iPad users, from cases with built-in keyboards to stand-alone keyboards that sit next to the iPad.

Isaac is optimistic, though. He and Melmon are deciding on a manufacturer to make the device, and Isaac said they?re likely to ship the TouchFires to donors in January. After that, they hope to make the devices available for sale as soon as possible.

Facebook agrees to boost privacy

DUBLIN: Facebook agreed to overhaul privacy protection for more than half a billion users outside North America, after a three-month investigation found that its privacy policies were overly complex and lacked transparency.

The probe by the Irish Data Protection Commissioner (DPC) at the US group?s international headquarters in Dublin said users were at risk of unknowingly publicizing personal details.

For example, users might not be aware that uploading their photos made them publicly searchable until they change the setting on their Facebook page. Facebook?s Ireland office handles all of its users outside of the United States and Canada.

The group operates the world?s largest social networking website with 800 million users, the majority of them outside of North America.

?This was a challenging engagement both for my office and for Facebook Ireland,? Irish Data Protection Commissioner Billy Hawkes said. ?Arising from the audit, FB-I (Facebook Ireland) has agreed to a wide range of ?best practice? improvements to be implemented over the next six months.?

The improvements include giving users more information about how Facebook and third party apps handle their personal information, deleting certain details more promptly and giving users a clear warning that it uses facial-recognition technology that automatically tags them in photographs.

Another formal review will take place in July.

Facebook said making the changes would require intense work. ?The DPC?s review of our existing operations highlighted several opportunities to strengthen our existing practices,? said Richard Allan, the director of public policy at Facebook EMEA.

Last month, Facebook?s founder and Chief Executive Mark Zuckerberg said the group had made ?a bunch of mistakes? in how it handled personal data. It reached a settlement with the US Federal Trade Commission in November over a privacy complaint.

Irish officials had received 22 complaints about Facebook from privacy campaign group Europe V Facebook and three from the Norwegian Consumer Council.

Egypt index slumps; Moody's cuts country rating (AP)

CAIRO, Egypt ? Egypt's benchmark stock index dropped more than 1.4 percent early Thursday as a deepening political crisis in the Arab world's most populous nation cast a pall over its political future and prompted Moody's Investors Service to push the government's bond rating deeper into junk status.

The Egyptian Exchange's EGX 30 index was down 1.48 percent by 11:50 a.m., rebounding slightly from a more than 1.6 percent slide earlier in the day. The index is down about 48 percent so far this year as investors fled the market amid the unrest stemming from the protests that toppled former President Hosni Mubarak in mid-February and have continued on a near daily basis since then.

The decline came even as the country's military-appointed prime minister called for national dialogue to end the clashes and protests that have crippled the country's economy and cast a pall on its transition to democracy.

The festering unrest prompted Moody's to cut Egypt's government bond rating to B2 from B1, with the agency on Wednesday citing, among its reasons for the downgrade, what it described as the "continued unsettled political conditions" that have led to the installation of the country's fourth transitional government since the start of the Jan. 25 uprising.

Moody's said that the "repeated changes in government leadership have resulted in ineffective and unpredictable economic policies."

It also cited the deterioration in the country's external payments position since the uprising, with net international reserves dropping about 44 percent since the end of December to $20.2 billion by the end of November. A portion of that has gone to propping up the Egyptian pound, which has seen its value fall relative to the dollar.

The near-daily protests since Mubarak handed over power to the military in mid-February have crippled the economy. Tourism and foreign direct investment ? two of the country's foreign currency mainstays ? have been decimated while manufacturing and productivity have been hard hit by the demonstrations.

The pound was trading at about 6.0295 on Thursday, according to forex Web site XE.com, but analysts worry that the depletion in foreign exchange reserves could lead to an even sharper depreciation that, in turn, would bring about a spike in the inflation rate.

In addition, while tens of billions of dollars have been pledged by foreign donors and institutions, Prime Minister Kamal El-Ganzouri said Thursday that only $1 billion had been delivered so far. Rounding off the country's litany of fiscal woes is that it has been wary of turning to the International Monetary Fund for a $3 billion loan.

"Moody's believes that the Central Bank of Egypt will find it increasingly difficult to maintain adequate international liquidity in the months or year ahead, raising the risk of a balance-of-payments crisis," the agency said in a statement.

Much of the current political turmoil stems from a standoff between the military and protesters who are demanding that the ruling generals step down and hand over power to civilian rule.

Recent violent clashes that left at least 14 dead have tapered off, but tensions remain high in the country especially as the fundamentalist Muslim Brotherhood appears to have strengthened its winnings after the second round of staggered parliamentary elections. The harder-line Salfist groups have come in second, raising fears that the next legislature will be dominated by Islamists.

El-Ganzouri called for a national dialogue and pleaded for a two-month period of calm to allow the country to restore security and some semblance of economic stability. He also said the ruling generals were eager to relinquish power, but did not elaborate.

Reports: Yahoo exploring sale of Asian holdings (AP)

SAN FRANCISCO ? Yahoo appears to be getting closer to giving its frustrated shareholders something they've long wanted: a sale of the Internet company's holdings in China and Japan.

The prospect of Yahoo Inc. finally consummating a deal with China's Alibaba Group and Softbank Corp., the controlling owner of Yahoo Japan, emerged in online reports published Wednesday by The New York Times and The Wall Street Journal.

Citing unnamed people familiar with the matter, both newspapers reported Yahoo is exploring a proposal valued at about $17 billion, or $14 per share. The price reflects Wall Street's belief that Yahoo's investments in Alibaba Group and Yahoo Japan have become the company's most valuable pieces. Yahoo's U.S. business has lost its luster as the company's website loses traffic and advertising revenue to Internet search leader Google Inc. and Facebook's social network.

Yahoo ended Wednesday with a market value of about $20 billion, based on its stock closing price of $15.99. The shares gained 88 cents, with most of the surge occurring after the reports of Yahoo's talks with its Asian partners.

If the deal comes together, Alibaba and Softbank would contribute cash and certain assets to newly formed entities. Yahoo would then surrender its 35 percent stake in Yahoo Japan and most of its holdings in Alibaba to gain control of new entities, according to the Times.

Yahoo would retain a 15 percent stake in privately held Alibaba, down from 42 percent as of Sept. 30, according to the company's most recent quarterly report.

The transaction would be designed to avoid a big tax bill ? a stumbling block in Yahoo's previous discussions to sell its Asian holdings.

Yahoo declined to comment Wednesday. Alibaba didn't respond to requests for comments.

The renewed talks among Yahoo, Alibaba and Softbank are the latest bit of boardroom intrigue that that has been unfolding since Yahoo abruptly fired Carol Bartz as CEO in early September after losing patience with her attempts to turn around the company during her 2 1/2 years on the job.

Since then, Yahoo's board has been mulling a variety of options that have included selling the Asian holdings, selling a 20 percent stake to buyout firms or even auctioning off the whole company.

The nine-director board has been leaning in different directions as it ruminates. Just a few weeks ago, it appeared the board was leaning toward selling a large stake to a group led by Silver Lake Partners for $16.60 per share or TPG Capital for $17.60 per share.

That idea didn't go over well with some of Yahoo's major shareholders, including hedge fund manager Daniel Loeb, who has been threatening to overthrow the company's board.

Yahoo's board is scheduled to discuss the proposed divestiture of the company's Asian holdings in a Thursday meeting, according to the Times. The newspaper said the directors intend to decide whether to intensify negotiations that could last for a few more weeks.

If Yahoo decides to hold on to its Asian investments, Alibaba and Softbank could try to buy Yahoo in its entirety. That's something Alibaba CEO Jack Ma already has publicly said he would consider doing. There also have been reports the Asian companies have been working with buyout firms Bain Capital and the Blackstone Group to line up the financing to swallow Yahoo whole for about $25 billion, or $20 per share.

Should Yahoo decide to sell its Alibaba and Japan stakes, the shareholder reaction will probably hinge on the company's plans for the money raised in the deal. Analysts have said a special one-time dividend is one possibility.

Yahoo would also face another formidable challenge: finding a new CEO to run a company shorn of its most valuable assets as it battles steadily growing rivals in Google and Facebook. Tim Morse, Yahoo's chief financial officer, has been running the company on an interim basis since Bartz's ouster.

Smoking Linked to Skin Cancer in Women (HealthDay)

THURSDAY, Dec. 15 (HealthDay News) -- If you're a woman who smokes and you are looking for another reason to quit, consider this: A new study has found a link between tobacco use and skin cancer.

The study found that women who had squamous cell skin cancer were more likely to have smoked than those who were free from the disease. And those who smoked at least 20 years were twice as likely to develop squamous cell skin cancer, a less aggressive form of skin cancer than melanoma.

Men who smoked had a modest risk for the two types of non-melanoma skin cancer -- basal cell and squamous cell cancer -- but the results weren't statistically significant, the study authors noted.

"We don't know why," said study lead author Dana Rollison, referring to the difference between women's and men's risk. Both men and women get a lot of exposure to the sun, the main risk factor for skin cancer, she noted.

But lung cancer research may offer a clue, said Rollison, an associate member in the Moffitt Cancer Center department of cancer epidemiology, in Tampa, Fla. Hormonal differences affecting the metabolization of nicotine and the body's ability to repair damage to lung DNA caused by smoking have been noted before, suggesting that the female hormone estrogen may play a role, she said.

The study, published online in the journal Cancer Causes Control, was done at the Moffitt Cancer Center and the University of South Florida, also in Tampa.

For the study, 383 patients with skin cancer were compared to 315 people without the disease. The participants were asked how much they smoked, when they picked up the habit and the total number of years they'd smoked. A total of 355 men and 343 women were included in the study. All were white, the group most at risk for skin cancer. Risks for both types of non-melanoma skin cancer were analyzed separately, compensating for the presence of other risk factors.

The researchers found that the more people smoked, the more likely they were to have skin cancer, Rollison said. Men who had basal cell skin cancer were significantly more likely to have smoked for at least 20 years than men with no cancer, the study authors noted.

While the study found an association between smoking and skin cancer risk, it did not prove a cause and effect.

Despite the elevated smoking-related risk among women, men overall are more likely to get skin cancer, Rollison noted. She said that "it is possible men's skin is more sensitive to sun exposure than women's."

But another skin cancer expert suggested that men may be less inclined to use sunscreen or other protection when outdoors.

"Although it could just be a genetic difference (between men and women), men tend to have more unprotected sun exposure in their lives," said Dr. Jeffrey Dover, associate clinical professor of dermatology at Yale University Medical School.

Dover said the study findings weren't surprising because "we know cigarette smoke contains carcinogens" and smokers are "blowing the smoke and ash around their faces all day."

The study is important, he added, because "although we have done well, we can do even better" at eliminating smoking as a cause of disease. "This adds more fuel to the idea that smoking has no place in our society."

Non-melanoma skin cancer is the most common form of cancer in the United States, where about 2 million cases are treated annually, according to the U.S. National Institutes of Health. Squamous cell cancer occurs in the epidermis, the top layer of skin, and can spread to other organs. Basal cell skin cancer occurs in the dermis, the skin layer beneath the epidermis. While it does not spread to other organs, it is far more common than squamous cell cancer, according to the government agency.

Chinese Internet video firms tussle over copyright (Reuters)

SHANGHAI (Reuters) ? Chinese online video companies Tudou Holdings and Youku.com said they will sue each other for alleged copyright infringements of their videos.

Tudou said late on Monday that it would take legal action against Youku, China's top online video site, for allegedly reposting episodes of a popular variety program on Youku's platform.

Cti TV, the legal copyright holder of "Kangxi is Coming," signed an exclusive agreement with Tudou in November to distribute the episodes of the program on its platform, Tudou said in an emailed statement.

Tudou and Cti TV allege that the episodes were then copied by Youku and uploaded onto Youku's platform.

Youku subsequently countered on Friday that it would take legal action against Tudou, accusing Tudou of allegedly pirating more than 60 television serials from Youku.

Youku said in a statement that legal mediation between the two sides had failed.

The battle for content in China's online video space has heated up this year with costs for programs rising significantly as online video players scramble for eyeballs to lure advertisers.

Advertising revenue in the domestic online video market, which was virtually non-existent five years ago, is now estimated to be worth 1 billion yuan ($156.90 million). This is expected to grow at a double-digit rate.

Many online video players have also signed deals with Hollywood studios to boost viewership.

Shares of Tudou closed 2.51 percent lower on the Nasdaq on Thursday, while Youku fell 3.75 percent on the New York Stock Exchange.

9 states win early learning grant

WASHINGTON (AP) ? Nine states will share $500 million in grant money won in a high-profile competition intended to jump-start improvements in early childhood programs, the Obama administration announced Friday.

California, Delaware, Maryland, Massachusetts, Minnesota, North Carolina, Ohio, Rhode Island and Washington state will see funding for innovative efforts in often-overlooked pre-K schooling.

"Nothing is more important than getting our babies off to a good start," Education Secretary Arne Duncan said Friday at the White House.

The money to aid the nation's youngest learners is part of the administration's cornerstone education initiative ? the "Race to the Top" grant competition. It has states competing for federal dollars to create programs intended to make schools more effective in exchange for education initiatives it favors. Last year, it handed out $4 billion in similar grants focused on K-12 education.

The goal of this competition is to get more children from birth to age 5 ready for kindergarten. Thirty-five states along with the District of Columbia and Puerto Rico applied for the chance to win between about $50 million to $100 million apiece in prize money. The winnings are to help build statewide systems that affect all early learning programs, including child care, Head Start centers and public or private preschools.

Billions are spent annually in America on early education programs, but the quality and availability of those programs varies greatly. Roughly half of all 3-year-olds and about a quarter of 4-year-olds do not attend preschool, said Steve Barnett, director of the National Institute for Early Education Research at Rutgers University.

Kids who attend quality early education programs have been shown to do better in school, be less likely to spend time in prison later and to make more money as adults. But children from low-income families who start kindergarten without any schooling are estimated to start school 18 months behind their peers, a gap that is extremely difficult to overcome.

To win, states were asked to demonstrate a commitment to making such programs more accessible, coordinated and more effective. Providing professional development for teachers and creating ways to assess the education level of kids entering kindergarten were among the areas states were asked to focus on in their applications.

Duncan was joined at the White House by Health and Human Services Secretary Kathleen Sebelius, whose agency helped run the competition. HHS oversees the federal Head Start program, which provides early education to nearly 1 million low-income children.

Sebelius said the goal is to provide high-profile encouragement to programs that improve teaching skills, encourage healthy eating and exercise and get parents ? especially in low-income neighborhoods ? more directly involved.

"By pushing everyone ... to raise their game, we intend to foster innovation in early education programs around the country," Sibelius said.

Last month, Obama announced new rules that require lower-performing Head Start programs to compete for funding. The Education Department also has proposed creating a new office to oversee the grants and better coordinate early learning programs.

I?m HIV positive and recently heard about someone getting incarcerated after a sexual encounter, all because of his HIV status. Can this really happen?

Thirty years after the discovery of HIV, the medical field has learned a great about the virus, its transmission, and effective treatments. Unfortunately, the legal landscape has not changed as quickly, and people living with HIV are vulnerable to outdated statutes that specifically target them. Ending HIV criminalization in the United States is a priority for Lambda Legal ? these laws unfairly subject people with absolutely no intent to harm anyone to criminal sanctions usually reserved for truly egregious offenses. In addition, criminal laws based on a person?s HIV status send an inaccurate message regarding prevention responsibility, create a disincentive to getting tested, and may actually discourage disclosure of HIV status.

Thirty-nine states have HIV-specific criminal statutes or have brought HIV-related criminal charges resulting in more than 80 prosecutions in the United States in the past two years alone. In People v. Allen, a Michigan man living with HIV was charged under the state?s anti-terrorism statute with possession of a ?biological weapon? after an altercation with a neighbor?prosecutors equated his HIV infection with ?possession or use of a harmful device.? Lambda Legal assisted in convincing the court to dismiss this charge, but other prosecutions continue to result in convictions. ?For instance, a man with HIV in Iowa, who had an undetectable viral load, was sentenced to 25 years after a one-time sexual encounter during which he used a condom. HIV criminalization is particularly concerning for groups that are disproportionately affected by HIV. In 2008, one in five of men who have sex with men in 21 major US cities were infected with HIV, and nearly half were unaware of their infection. In 2009, African Americans comprised 14% of the US population but accounted for 44% of all new HIV infections. In the same year, Latinos accounted for 20% of new HIV infections in the United States while representing about 16% of the total US population. In 2008, in California, 6.8% of transgender people were HIV positive, and African Americans within the transgender population of California had an infection rate of nearly 29%.

HBT: Peavy-Guillen relationship didn't end well

Jake Peavy talked to Mark Gonzales of the Chicago Tribune about the White Sox parting ways with manager Ozzie Guillen and replacing him with Robin Ventura, saying he thought the move was necessary because ?things needed to change with the way we did things.?

Peavy prefaced his comments with ?I?m not, in any way, bashing Ozzie? but then went on to say that the manager switch ?needed to happen? and described his relationship with Guillen as a poor one: ?Ozzie didn?t care for me at the end because I was shut down,. It didn?t end on good terms.?

Peavy also hinted at some past issues with pitching coach Don Cooper, but added: ?Look at what Coop has done over the years. It takes time to know someone. I have no problems with [Cooper].?

Which is good, because while Guillen is gone Cooper remains the White Sox?s pitching coach under Ventura.

Gingrich urges supporters to stay positive (AP)

ATLANTA ? Newt Gingrich is urging supporters and staff to refrain from attacks on his Republican presidential rivals.

Gingrich's campaign released a letter Tuesday in which he pledges to run a positive campaign free of negative advertising. But the former House speaker also said he reserves the right to respond when his record has been distorted

As an example, he noted a "frank exchange" with rival Mitt Romney at last weekend's debate, when the two sparred over their private sector records.

Gingrich asks supporters in the letter not to contribute to any super PAC that runs negative ads against any other Republican contender.

He said it's critical that the GOP nominee emerge from the primary "unbloodied" and able to make the case against President Obama from a position of strength.
